Also said on sieges they would be propagated to the team, to prevent buff botting and drive-by buffing.

"Heal over Times will stack per class, but there can only be one of each type on a character at a time. There is a direct heal component that will indeed stack but the effect is minimal."
"Having multiple healers in a group is not redundant but you are also unable to use the stacking HoT tactic to get through the majority of content."
